| Public Notes: | Sealed bids for the construction of the City of Bardstown Water Treatment Plant Filter Improvements and Clearwell Expansion will be received at the Offices of the City of Bardstown, located at 220 N. 5th Street, Bardstown, Kentucky 40004 until 2:00 p.m., Local Time, April 29, 2010, and there at said time publicly opened and read aloud.
There will be a mandatory pre-bid meeting held at the Water Treatment Plant at 1:00 p.m., Local Time, Thursday, April 15, 2010.
The project includes the construction of one 1-million gallon ground (glass-fused bolted steel) clearwell storage tank and the renovation of two of the four filter treatment units as part of a phased program to increase the plant’s capacity to 12 MGD. The project includes but is not limited to excavation, engineered fill, foundation and re-grade of the site for the clearwell tank, including the site location for a future clearwell tank, improvements to yard piping including new 16”, 18”, and 24” ductile iron pipe and valves, and filter improvements to increase the filter capacity. The filter improvements include new under drains, air assisted backwash, and filter media. The interrogator that has been used by Bardstown shall perform SCADA renovation.
Bidders shall comply with 103 KAR 30:120 concerning exemption from sales and use tax for the tangible personal property purchased by the contractor which will be incorporated into the water treatment plant. Materials and machinery meeting the qualifications for exemption from state sale tax may purchased tax exempt by the issuance of a Certificate of Exemption for Machinery for New and Expanded Industry (51A111) executed jointly by the water treatment plant and the contractor.

No Bidder may withdraw his Bid within ninety (90) days after the actual date of bid opening.
Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, and the Contract Work Hours Standard Act.
Bidders must comply with the President's Executive Orders No. 11246 and No. 11375 and any amendments or supplements to those Executive Orders.
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed under the contract, Section 3, Segregated Facility, Section 109 and E.O. 11246.
Bidders must certify they do not and will not maintain or provide for their employees any facilities that are segregated or based on race, color, creed, or national origin.
Each Bid must be accompanied by cash, certified check, cashier’s check or bid bond in an amount not less than 5% of the amount of the Bid in the form and subject to the conditions provided in the Information for Bidders.
The right is reserved to waive any informalities in the Bid and to reject any or all Bids.
